What "clean" means

Recyclers want concrete with: no dirt clinging to it, no trash mixed in, and pieces small enough to handle. Big City's Arlington yard accepts concrete with rebar, but most yards want it pulled. Loads that don't meet the bar get bumped to landfill pricing.
